The Long Parliament established an alliance with Scotland against the King during the English Civil War. Parliament agreed to reorganize the Church of England following Presbyterian principles in return for military assistance under the conditions of the Solemn League and Covenant of September 1643. The Westminster Assembly considered the changes, and in March 1646, an ordinance was approved to establish a restricted Presbyterian system in England, in which the Church was subject to Parliament. Presbyterianism, however, never evolved into a national system in England; its primary centers of influence were London and the south-east, as well as Lancashire, Cheshire, and Derbyshire in the north-west. They were commissioned into their different posts by Rev. Dr. Samuel Prempah, the District Minster at the time.
